March E-mini S&Ps (ESH15 +0.07%) this morning are up +0.07% at a 3-week high and European stocks are up +1.97% at a 6-1/3 year high on positive carry-over from Thursday's action by the ECB to unveil a 1.1 trillion euro quantitative-easing program.
