TOKYO, Oct 1 (Reuters) - Japan's government plans to award ANA Holdings, the nation's biggest carrier, more than half of 20 new international arrival and departure slots at Tokyo's Haneda Airport, more than twice what it will give to rival Japan Airlines, two sources with knowledge of the decision said on Tuesday.
