UPDATE 1-Russia says no change in tight oil plans despite sanctions

VIENNA, Sept 16 (Reuters) - Russia is not changing its plans for developing hard-to-extract oil despite Western sanctions, Energy Minister Alexander Novak said on Tuesday.
