US regulator: Fiat Chrysler failings on recalls "obstructs" oversight

WASHINGTON, July 2 (Reuters) - U.S. auto regulators have serious concerns about Fiat Chrysler Automobiles NV failures to notify owners and government officials about its recalls, an official said on Thursday.
