Balfour Beatty Announces Executive Leadership Promotions for U.S. Operations

Balfour Beatty has announced executive leadership updates, including the promotion of Leon Blondin to chief executive officer of U.S. buildings operations and the promotion of John Rempe, PE, to president and chief executive officer of U.S. civils operations. The leadership updates support Balfour Beatty’s continued focus on innovation, operational excellence and talent investment.

A Balfour Beatty veteran since 2001, Blondin most recently served as chief operating officer of the company’s Mid-Atlantic buildings operations. During his 30-year career, Blondin has pursued projects in more than 30 states and successfully acquired more than $10 billion in new work.

Rempe has spent 24 years of his 36-year heavy civil construction career with Balfour Beatty, most recently leading the company’s U.S. civils operations as chief operating officer since June 2016. In 2009, he was promoted to southwest region vice president and regional manager, overseeing multiple projects, including the $425 million SH 161 design-build project in Dallas, the $582 million 183 South design-build project in Austin and the $625 million Southern Gateway design-build project in Dallas. Prior to 2009, Rempe held various roles, including director of construction on the $1 billion SH 130 project in Austin.

Both Blondin and Rempe report directly to Balfour Beatty’s global CEO Leo Quinn and have responsibility, in their respective areas, for Balfour Beatty’s activities across the United States.

Balfour Beatty also announces the promotion of additional U.S. leaders. Those promotions include:

Eric Stenman has been promoted to president of Balfour Beatty’s U.S. buildings operations. A 35-year industry veteran, Stenman joined Balfour Beatty’s legacy operations in Southern California in 2001 and served in multiple posts, including national chief operating officer, chief enterprise development officer, division president and regional CEO. Most recently, he served as chief operating officer of the company’s West Coast buildings operations in California, Arizona, Oregon and Washington. In his new role as president of Balfour Beatty’s U.S. buildings team, Stenman will partner with Blondin to manage the buildings business and also oversee the company’s shared service groups of information technology, risk management, human resources and legal.

Mike Phillips has been promoted to serve as president of the company’s buildings operations in the Mid-Atlantic. Throughout Phillips’ 31 years working for Balfour Beatty and its U.S. legacy companies, he has overseen construction of more than 45 projects totaling $4 billion and over 11 million square feet.

Pleas Mitchell has been promoted to serve as president of Balfour Beatty’s buildings operations in Texas. With over 30 years of industry experience, including 28 years at Balfour Beatty and its legacy companies, Mitchell has a strong operational background, and proven relationships with clients and partners across the state.

Leslee Mallinson has been promoted to vice president of communications for Balfour Beatty in the United States. With roots at Balfour Beatty spanning back to 2000, Mallinson works closely with the company’s operational, marketing and shared services teams to deliver strategic communications counsel and brand management. In her expanded role, Mallinson joins the company’s executive leadership team.
