UPDATE 1-Spain announces 3 bln euro placement for regions

MADRID, Sept 13 (Reuters) - Spain's Treasury said on Thursday it will issue 3 billion euros ($3.87 billion) through a private placement with Spanish banks aimed at offering struggling regions access to lower borrowing costs through its emergency liquidity fund (FLA).
