Fiat Chrysler CEO complains about emissions rules "mess" in Europe

TURIN, Feb 9 (Reuters) - Fiat Chrysler CEO Sergio Marchionne complained on Thursday about emissions regulations in the European Union, saying that the single market was meant "to avoid this mess".
