UPDATE 1-U.S. government to sue Fiat Chrysler over excess emissions -sources

WASHINGTON, May 23 (Reuters) - The U.S. government plans to file a civil lawsuit on Tuesday accusing Fiat Chrysler Automobiles NV of using software to bypass emission controls in diesel vehicles, two sources briefed on the matter said.
