UPDATE 1-Arch Coal Q4 lags Wall Street; shares down

Jan 28 (Reuters) - Arch Coal's quarterly results lagged analysts' estimates on lower-than-expected shipment levels, poor rail services and lower-than-planned production at one of its mines.
