GOP vows to try again with Keystone XL when new Congress begins

Daniel J. Graeber WASHINGTON, Nov. 19 (UPI) -- The Senate bill in favor of Keystone XL that died Tuesday would've been vetoed anyway, though Republican leaders said they'll try again.
