Emergency declared after Montana oil spill

Daniel J. Graeber BILLINGS, Mont., Jan. 20 (UPI) -- Montana's governor said he issued a state of emergency over two counties impacted by a spill of as much as 1,200 barrels of oil into the Yellowstone River.
