Kremlin questions Moody's rating downgrade

Daniel J. Graeber MOSCOW, Feb. 23 (UPI) -- Russia's Finance Ministry criticized a credit downgrade from ratings agency Moody's as pessimistic and out of step with developments in the oil-laden economy.
