Russia hesitantly on board with OPEC price efforts

Daniel J. Graeber MOSCOW, Aug. 15 (UPI) -- The Kremlin is on board with efforts made by OPEC to stabilize market prices, but such efforts should be temporary, the Russian energy minister said.
