Norway's Statoil opens Scottish office

Daniel J. Graeber ABERDEEN, Scotland, Sept. 19 (UPI) -- Amid tough market conditions, a move by Norwegian energy company Statoil to set up a Scottish headquarters is a vote of confidence, the first minister said.
