On Jan. 25, Morgan Stanley named General Motors ( GM ) a top pick for 2017 --and it's been all downhill ever since, as analysts argued that Ford Motor ( F ) is better positioned for corporate tax changes , and investors declined to buy its guidance despite General Motors' better-than-expected earnings . Today, however, General Motors is getting a boost on reports that it is considering unloading its European business to PSA Group , the maker of Peugeot. CFRA Research's Efraim Levy finds the news "surprising." He explains why:
