Former counsel to the 9/11 Commission and nationally recognized expert on border and ID security Janice Kephart has reduced the 280-page Final Rules for the REAL ID Act to a nine-page summary that is accurate, concise and easy to understand. Kephart’s new summary, available on her website, is searchable by key words and otherwise simple to navigate.
On January 11, the Department of Homeland Security issued its REAL ID Final Rules, bringing to fruition a key 9/11 Commission recommendation on secure ID issuance. REAL ID provides guidance for states to improve the security of their ID processes as well as the cards themselves.
“The REAL ID Final Rule is proving to be a startling success, with all but five states so far seeking an extension to enable compliance with the law,” Kephart said. “Last year there was much ado about what the REAL ID law would actually mean. This Rule has assuaged many concerns and is the backbone for understanding states will achieve REAL ID implementation. This paper eases that process.”

Janice Kephart served as a counsel to the 9/11 Commission, where, along with her teammates, she provided text, substantive footnotes and developed key recommendations on border security that appear in the 9/11 Commission’s Final Report.
