NYSE Fined $4.5 Million Over 'repeated' Failings, SEC Says

The New York Stock Exchange and two affiliated exchanges were fined $4.5 million and ordered to hire an independent consultant over "repeated failures" to operate in accordance with exchange rules, the Securities and Exchange Commission said Thursday.
