Transocean: Optimism?!?!

Evercore ISI's James West upgraded Transocean ( RIG ) from Sell to Hold and raised his price target to $12 from $11 today. And while he doesn't give much of an explanation for his upgrade, he does offer this summary of his investment case that actually uses the word "optimistic":
