Cuomo and all members of the State Legislature in successfully enacting S.5599 / A.7195, which brings long-needed statewide regulations to ensure animal welfare at shelters, rescues and other non-profit organizations that offer animals for adoption.
The new legislation requires all non-profit organizations to comply with reasonable, common-sense rules on importation, inspection and registration. It puts no undue burden on reputable organizations doing great work already, but it makes it harder to do business for those unethical individuals and organizations who put profit above the welfare of animals. Those types of unscrupulous shelter and rescue organizations take advantage of consumers and try to capitalize on the widening puppy shortage in the U.S., and some go so far as to import undocumented dogs from Asia and Mexico to meet surging demand. Earlier this year, that practice led to an outbreak of canine influenza in Los Angeles and the unnecessary suffering of dogs.
