Housing starts rise slightly in March, builder confidence up as well

Ananth Baliga WASHINGTON, April 16 (UPI) -- Housing starts grew slightly by 2.8 percent, below analysts' expectations, suggesting the sector is struggling to recover from the slump seen early in the year.
