Putin, Russia, 'culpable' For Downed Malaysia Jet: U.S.

The U.S. has concluded, based on intelligence assessments, that the Russian president Vladimir Putin and his government are "culpable" for shooting down the Malaysia airliner that killed 298 people, White House spokesman Josh Earnest said Friday.
