Fed's Lockhart: Still See a Rate Rise This Year Despite Headwinds

The Atlanta Fed president said while a rate hike before the end of the year is still expected, there is 'a touch more downside risk' to the U.S. economy, which reinforces the central bank's message over the last few weeks.
