Dollar index recovers from three-week low as euro sinks

The ICE U.S. Dollar Index recovers from a three-week low Thursday afternoon as the euro shed some of its earlier gains against the dollar on comments from ECB President Mario Draghi that he could adopt more aggressive stimulus measures.
