A Canadian tech startup has found a recipe to turn lurkers into participants with a variety of simple methodologies.

Another interesting functionality is the ability to ask questions within a location range of a predetermined radius, users can inform other users by sending and receiving information within that radius, resulting in a useful and relevant exchange of information.
