Shares of Fannie Mae (NYSE: FNM) tumbled 22 cents to close at $1.37 and Freddie Mac (NYSE: FRE) dropped 26 cents to close at $1.64 on the possibility that Congress may transform the two mortgage financing companies into small, private businesses.
