As a metaphorical ribbon, the mayor and other participants each shoveled a pile of dirt and tossed it away symbolizing the City moving forward and progressing for the benefit of its residents. Harris from McDonagh had the opportunity to spend a few moments with Mayor Emanuel and share in his excitement of this monumental event.”
