Japan upgrades nuclear crisis to Chernobyl rank

Japanese nuclear-safety authorities raise their assessment of the crisis at the Fukushima Daiichi power plant to the same level as the 1986 Chernobyl disaster. But officials say radiation emitted is 10% of Chernobyl fallout.
