Ryan's Budget: GOP Promises Balance in 10 Years

The budget blueprint from House Budget Committee Chairman Paul Ryan is designed to "contrast with the other side" and start the conversation to find common ground with Democrats, Rep. Tom Price, vice chairman of the panel, told CNBC Tuesday.
