U.S. Stocks, Turkish ETF Rise On Turkish Rate Hike

U.S. stocks and emerging-markets ETFs briefly rallied after hours Tuesday after Turkey's central bank hiked benchmark interest rates to 12% in an effort to stem the currency's slide to record lows.
