NEW DELHI/WINNIPEG, March 29 (Reuters) - India's competition regulator said the proposed merger of fertilizer producers Agrium Inc and Potash Corp of Saskatchewan Inc is likely to hurt competition, but the comments were not expected to prevent the merger.
