Small-business owners aren't happy with government. Here's what they think of Los Angeles

Small-business owners say they would rather see state and local governments focus more on improving access to training programs and improving agency websites that impact their day-to-day operations, than on offering large tax incentives and removing regulations to entice large corporations to move to their city, a new survey found.
