IBM, Bob Evans agree to cancel state incentives after failing to create promised jobs

IBM Corp. and Bob Evans are among nine Central Ohio employers who had to cancel or revise state tax credits, grants or loans because they didn't create the number of jobs promised or otherwise failed to live up to terms of the deals.
