Commissioners vote on zoo tax increase, FC Cincinnati parking garage (again)

Hamilton County commissioners decided unanimously against sending a small property tax increase for the Cincinnati Zoo and Botanical Garden to the voters, saying that the county needs to focus on basic needs in light of cutbacks at other levels of government.
