As Philadelphia considers scrapping tax abatement, new report offers fodder for both sides

“Ultimately, any discussion about modifying the abatement is treating the symptom rather than the disease,” one real estate expert explained. “The disease is that we have very high poverty and very high construction costs. The abatement is something that helps bridge the gaps between these two things and what you can sell real estate [for] in this city.”
