UPDATE 1-U.S. FERC denies rehearing for Penn.-N.Y. Constitution natgas pipe

U.S. federal energy regulators on Thursday denied Williams Cos Inc's request to rehear an earlier decision on the Constitution natural gas pipeline finding New York environmental regulators were able to deny a water permit for the project.
