For eastern NC bar owner, Florence brought flashbacks of Irene

As Hurricane Florence came barreling toward the North Carolina coast, the owners and regulars of Backwater Jack’s in Washington sat on its riverfront patio and performed their prehurricane tradition: They ordered rounds of tequila, kept a wary eye on the river and hoped their restaurant would still exist in the coming days.
