'Baltimore needs to have a comprehensive crime plan,' Gov. Hogan says after 5-year-old is shot

"We’ve had five police commissioners and two mayors since I was elected and they are constantly changing and trying their best and not making a whole lot of progress," Hogan said on Tuesday.
