Democratic Rep. Maxine Waters: Banks 'overflowing with profits' should boost worker pay

Democratic Rep. Maxine Waters, chair of the House Financial Services Committee, told CNBC banks should do more to boost pay for employees, because they were helped by the Republican tax cuts and "are overflowing with profits."
