UPDATE 1-Environmentalists file complaint over Kosovo's coal project

Environmentalist groups on Monday filed a complaint with the European Union's energy watchdog challenging the legality of a power purchase agreement for a planned $1.3 billion coal-fired power plant in Kosovo.
