Iranian leaders believed mining oil tankers in the Gulf of Hormuz and shooting down a U.S. drone would force President Trump to drop his tough “Maximum Pressure” policy against Iran by reversing the U.S. withdrawal from the 2015 nuclear deal (the JCPOA) and dropping increased U.S. sanctions.
