Booker outlines plan to 'virtually eliminate immigrant detention' through executive order

Cory Booker on Tuesday unveiled a plan to "virtually eliminate immigrant detention" and expand protections for illegal immigrants through executive order -- and bypassing Congress entirely -- "on day one of his presidency."
