A 403(b) plan is a retirement savings plan available for public education organizations, some non-profit employers (only US Tax Code 501(c)(3) organizations), and self-employed ministers in the United States. It has tax treatment similar to a 401(k) plan. There are approximately 12,000 403(b) retirement plans in the United States.
For the first time in 40 years, the Internal Revenue Service is mandating new requirements that aim to make 403(b) plans more like 401(k)s. The IRS final regulations concerning 403(b) programs dramatically increases the role of employers in governing investments, transfers, documentation, administration and participant disclosures.
