Sacramento could begin citing unsheltered people blocking sidewalks, businesses

The Sacramento City Council unanimously approved an ordinance that changed the city code regarding sidewalk obstructions, which will make it a misdemeanor to block the sidewalk, and disallow blocking the entrance to a business or other building.
