Change in Fiscal Year.

On October 31, 2007, the Trustees of North European Oil Royalty
Trust Amended Sections II, III, IV, V and VII of the Trustees'
Regulations, effective October 31, 2007, to allow for the
issuance of uncertificated units.
The full text of these amendments has been incorporated into the
Amended and Restated Trustees' Regulations and is filed as
Exhibit 3.1 to this Current Report on Form 8-K.
