Utility reform bill with carbon-reduction goals hits Gov. Cooper's desk

The compromise legislation worked out by Gov. Roy Cooper and Senate President Pro Tempore Phil Berger combines carbon-reduction goals favored by the governor and streamlined proceedings for rate hikes and plant construction advocated by Duke Energy.
