Application for Preliminary Authorization to Establish a Financial

Holding Company

On March 20, 2008, the board of directors of Kookmin Bank passed a resolution to approve the application for preliminary authorization to establish a financial holding company, tentatively to be called KB Financial Group Co., Ltd. On the same day, Kookmin Bank submitted such application to the Financial Services Commission.

The establishment of the financial holding company is expected to occur in or around September 2008, after receipt of final approval from the Financial Services Commission.

Kookmin Bank plans to explore a spin-off of its credit card division within 1 year from the establishment of the financial holding company. Further disclosures will be made upon a final decision on the matter.

The stock transfer ratio for each subsidiary in connection with the establishment of the financial holding company is expected to be determined around the end of April 2008.

Expected affiliated companies under the financial holding company: Kookmin Bank, KB Real Estate Trust Co., Ltd., KB Investment Co., Ltd., KB Data System Co., Ltd., KB Credit Information Co., Ltd., KB Asset Management Co., Ltd., KB Futures Co., Ltd. and KB Investment & Securities Co., Ltd.
