Duke Energy Carolinas pegs initial rate cut at 1.56%

Duke Energy's 1.56% rate cut will only be in effect for four years, as the Charlotte utility repays customers for collecting too much for deferred state income taxes in the past. Then, the the overall cut in rates falls to just 0.27%
