Investigation finds Atlanta employee bonuses were illegal

Bonuses paid late last year to members of then-Atlanta Mayor Kasim Reed's administration and Atlanta City Council aides likely violated the Gratuities Clause of the Georgia Constitution, an investigation of the payments has concluded.
