St. Paul will go slower than Minneapolis on march to $15 minimum wage

The city's proposed minimum wage hike wouldn't give any exemptions for tipped workers, falling in line with Minneapolis on that hotly disputed issue. But it'll take longer for the higher wage to take effect for all businesses.
