Deadlocked Georgia governor race tests power of voter restrictions

Brian Kemp, the white Republican overseeing voter restrictions in Georgia, is running against Democratic candidate Stacey Abrams. He says he will stay in his role as Georgia secretary of state even if the race ends up being close enough for a recount.
